MINUTES OF COUNCIL

DECISIONS BODY IN COUNCIL

1. Opening

The second meeting of the Decisions Body in Council was opened by Snarski HDB.

2. Infantino imbroglio

Council discussed the various happenings within Fédération Internationale de Football Association (FIFA).

Specific topics discussed were:

• FIFA Forward Enterprise
• Gianni Infantino
• The Union of European Football Associations’ boycott of FIFA events
• The joint statement released by the Asian Football Confederation, Confederation of North, Central America and Caribbean Association Football, and Union of European Football Associations.
• Governance of FIFA

A resolution was put and by a vote of 17 ayes and 0 noes, the following resolution was adopted:

Resolution 6 (2026): Gianni Infantino must resign as President of the Fédération Internationale de Football Association for bringing football into disrepute.

3. Sony’s discontinuation of physical discs

Council discussed Sony’s decision to discontinue physical discs.

A common discussion point that developed was that other forms of media have not discontinued physical media when digital options are available.

A resolution was put and by a vote of 17 ayes and 0 noes, the following resolution was adopted:

Resolution 7 (2026): Sony must reverse its decision to discontinue the production of physical discs.

4. Grand Theft Auto VI

Council discussed the following topics relating to Grand Theft Auto VI:

• Cover art
• The pre-order bonus and if members were going to pre-order.
• A member said: “After what Sony decided with physical discs, I am supporting my local game store and will pre-order from there, even if I am getting a code in a box”.
• Another member said: “I am going to pre-order after they show some gameplay”.
• Grand Theft Auto VI: An Extended Look
• A member said: “I just knew something was going to be announced on the 8th of August”.
• Another member said: “The drought of information has finally ended; I cannot wait for the extended look”.
• Another member said: “There is absolutely no way I am paying for a Netflix subscription if it’s going to be on Rockstar’s website in six hours”.
• Another member said: “That sort of marketing is definitely aimed at casting a wide net to catch people who might not know about GTA VI or gaming in general”.

5. Penalties for contempt

Council discussed the penalties for contempt of the Decisions Body. As it stands, one the penalties of being found in contempt of the Decisions Body is that the person found in contempt cannot make an application for a decision (Don v Kate (Contempt) [2026] DecB 5 at [7(2)]). Members discussed that for persons found to be vexatious litigants, can only start new legal actions with leave from the court. The debate was whether to overturn [7(2)] of Don v Kate (Contempt) [2026] DecB 5.

No conclusion has been reached. Discussion on this topic will made an agendum item for a later meeting of Council.

6. Ender pearl stasis chambers

Council discussed the rules for if or when a Decisions Body Minecraft server is created whether the construction or operation of Ender pearl stasis chambers will be allowed.

A resolution was put and by a vote of 4 ayes, 0 noes, and 13 abstentions, the following resolution was adopted:

Resolution 8 (2026): Ender pearl stasis chambers must not be used in the Decisions Body Minecraft server if or when it comes into existence.

7. Appeal petitions

There were no appeal petitions for Council to consider.
